«Орловско-Витебской железной дороги».

A railway company, which was was est. in 1863 constructed 478 km long railway line from Orlov to  Vitebsk. The line was opened in 1868, but it was unprofitable and was conveyed to the state. The line was combined to the Riga railway company in 1894. After that the operating of railway was managed in Riga and the line reached profitability thanks to increased volumes.

Orlov in the company name means Oryol (Orel), not present Orlov city in Kirov oblast.
