This Liberty bond was issued to cover the expenditure of war. It was timed between the revolutions of February and October, and issued by the temporary government of Russia after the tzar Nicholas II was already overthrown.
The vignette represent the Tauride Palace in Saint Petersburg. That temporary government was assembling there. Nowadays there congregates the Interparliamentary Assembly of the Commonwealth of Independent States (CIS).
