A treasury ticket of the state was a paper between bonds and bank-notes. Like the obligations, capital was directed into the budget of the state. Practically the vouchers were used as paying purposes like notes, however. The capital was lost in pursuance of the revolution. The Central bank of the Empire was established in 1860.
